This multi-use pencil can be used on eyes, lips, cheeks or elsewhere! The creamy-matte formula glides on and is soft enough for lips, easy to blend as a blush, or a wash of colour on the lids. When sharpened, precision tip can draw graphic lines. 

Draw, blend, line, define, buff: a minimalist approach with maximalist options.

Made with a high percentage of pigment for bright, bold, lasting colour.
Creamy-matte formula.
Safe for use on lips, eyes, and cheeks.

LIPSTICK: Line and fill in lips with the Precision Colour Pencil, or use a makeup brush to blend colour onto lips. Wear alone or top with High-Shine Gloss for a dewy effect.

LIP LINER: Line lips with the pencil and finish with High-Shine Gloss or lip colour of choice.

EYELINER: Line lash line with pencil. Smudge with a makeup brush for a smokey effect, or tap translucent powder on top to enhance wear.

EYESHADOW: Dot colour over eyelids and blend with fingertips or a makeup brush to diffuse colour.

BLUSH/CONTOUR: Dot colour onto cheeks and blend with fingertips or a makeup brush to diffuse colour.

    This is such a gorgeous statement blue! It is so complimentary to all eye colours. I love 19/99s pencils because the formula is so creamy and easy to apply! Even beginner makeup wearers can create bold, complex looks with their products!

    Such a beautiful blue!

    Really love all 19/99 products and really love this colour in particular. Have gotten a lot of compliments on it. Long lasting! It does smudge on my eyelids but could just be the way I’m applying it (not a huge makeup person).

    Wasser is such a bold and unique blue hue. Its creamy finish allows for easy, user friendly application but yes, it does have the tendency to smudge if you're not careful! My recommendation is to set it with a bit of setting powder after applying (and even a light spray of setting spray or mist for that extra hold.) This should mitigate any smudging!
